Soalan:
“Ungkapan: “Saudara-saudara kamu dahulu.”

Question:
What historical evidence is there for the practice of quarantine in the early history of the Muslim community?
Answer:
One of the clear pieces of evidence is the report of Abu ‘Inabah al-Khawlani (أبي عِنبةَ الخولاني), may Allah be pleased with him, a Companion who resided in Hims and died during the reign of ‘Abd al-Malik ibn Marwan.[1] This report is cited by al-Suyuti in Sharh al-Sudur:
Abu ‘Inabah was informed that ‘Abdullah ibn ‘Abd al-Malik had fled from the plague. Abu ‘Inabah then said: “Indeed, we belong to Allah, and indeed, to Him we shall return. I never thought that I would live to hear something like this. Shall I not tell you about certain qualities upheld by your brethren (the Companions)? First: Meeting Allah was dearer to them than honey. Second: They did not fear an enemy, whether few or many. Third: They did not fear worldly deprivation; rather, they were confident that Allah would provide for them. Fourth: If the plague afflicted them, they would not leave until Allah decreed concerning them whatever He had decreed.”[2]
This report indicates that the generation of the Companions did not leave areas afflicted by the plague, and that fleeing from such areas was regarded as an unfamiliar practice among them.
This provides evidence that quarantine was an appropriate measure intended to prevent an epidemic from spreading to unaffected areas. It is remarkable how Islam addressed this matter fourteen centuries ago. All praise is due to Allah for the blessing of Islam!
The expression “your brethren” in this report refers to the Companions, as stated by al-Laqani (اللقاني):
His statement, “the qualities upheld by your brethren,” refers to the Companions, may Allah be pleased with them.
This practice was not merely a customary tradition, but a legal ruling that was obligatory to observe. Al-Laqani explains:
Abu ‘Inabah’s statement, “I never thought that I would live to hear,” means that he would come to know and be certain of such a matter. This indicates the prohibition of leaving a land afflicted by the plague. Among the evidence further reinforcing this prohibition is the statement of Allah: “Have you not considered those who left their homes in their thousands, fearing death?” (Surah al-Baqarah, 2:243).
He also stated:
His statement, “until Allah decrees concerning them,” was mentioned as a form of reproach and condemnation of those who fled. This is based on understanding the prohibition in the Prophet’s ﷺ statement, “Whoever is in a land where the plague occurs, let him not leave it,” according to its original legal meaning, namely, prohibition.
Conclusion
In conclusion, the practice of quarantine can be traced to the early history of the Muslim community from three perspectives: the Prophet’s ﷺ prohibition against leaving an area afflicted by the plague; the practice of the Companions, who remained in places affected by the plague; and the strong condemnation by a Companion of those who violated this practice.
[1] Al-Hafiz Ibn Hajar, may Allah have mercy on him, stated in Taqrib al-Tahdhib (p. 662):
“Abu ‘Inabah: with a kasrah on the first letter and a fathah on the nun and ba’; al-Khawlani. It is said that his name was ‘Abdullah ibn ‘Inabah or ‘Umarah... He settled in Hims and died during the caliphate of ‘Abd al-Malik ibn Marwan.” See al-Isabah (4/142).
[2] It was also narrated by Ibn al-Mubarak (edited by al-A‘zami), no. 524/184–185, in the chapter “The Insignificance of This World in the Sight of Allah, the Almighty”; in al-Jihad by Ibn al-Mubarak, no. 128, p. 107; and in Tarikh Dimashq by Ibn ‘Asakir, 67/123.
In Ibn al-Mubarak’s narration, Abu ‘Inabah was sitting in a gathering of the Khawlan tribe in the mosque. ‘Abdullah ibn ‘Abd al-Malik departed, whereupon Abu ‘Inabah asked about him and was informed:
“He has gone away, distancing himself in flight from the plague.”
The wording quoted by al-Suyuti, “أنه قيل له” (“he was informed”), is an abbreviated version of the report.
